Referring to Your Excellency's despatch of the 27th June, 1916, I have the honour to forward a copy of a Commission, with translation, which was issued to a Mr.
Fung Ying-kai at Canton, whereunder he purports to have been appointed by the Ministry of Communications to succeed Mr. C. V. Mark in charge of the Chinese Telegraph Administ-
ration in Hongkong which functions in Hongkong by courtesy
of this Government. The officer in charge must in present circumstances occupy a position of considerable responsib- ility as regards the censorship, and Mr. Mark, who does not
wish for transfer elsewhere, is carrying out his duties
with ability and tact.
This Government has now direct control of all
telegraph offices in Hongkong, and it carmot permit the giving of a position of trust in connection with such
offices to an unknown man, whose appointment the Chinese
Goverment have not thought fit to communicate to it, and
I should be obliged if Your Excellency would be so good as
to inform the Ministry of Communications accordingly.
Kr. Fung Ying-kai has been informed that he
cannot in the meantime take up his appointment.
